When you have got money and a reputation, things are becoming easier. You can alert the newspapers or perhaps even the television to document bureaucratic arbitrary acts. Force them to react when you take seeds or transplant plants from or to endangered biotopes - and show their reactions to everybody. If you have money, you can even sustain punishment. The Greenpeace guys have demonstrated this very well. Keep the bureaucratic control freaks busy with multiple actions at the same time.
Nature protection does not need these guys, it needs a love for the whole creation of god. All humans, plants and animals have to live together with tolerance, patience and only mild regulation. Giving information is vital, using force is the beginning of the end...
